ARBBL Open was weekend past, so we had to follow the new NAF rules, and we had some (or many) of the coaches not knowing about Argue the Call for example because many existing coaches haven't felt the need to buy the new boxset, so don't have access to the new rules.
I'm not going to say the sky is falling, as a community BB coaches have managed to cope with changing rules, but it is and will cause confusion.
What other game can you expect to get the rules for free? What other game can you expect the rules to stay static for all years?
This game is owned and developed by GW and they are making new rules currently available for sale physical and digital.
If people are gonna play the game, why not actually play the game?
Last tournament I went to, some coach was confused as to why the mummies couldn't have block skill, since that was ok according to his rule book. That rule book was 15 years old... I even know people who could enjoy playing at tournaments, but they don't have models to play with (and haven't felt the need to buy any models).

Let me say it real simple: GW owns this game and owns these rules. If you want to organize a tournament with this game and these rules, you and anyone else attending are required to have or know the rules. That includes paying for it.

Well done for replying to a 8 month old post.
For your information, these were changes forced on to pre-sanctioned tournaments by the NAF on the 1st Feb. The ARBBL had, for example, been sanctioned in September (or before, I forget) as a CRP ruleset, which was.the current rules at the time.

I have never seen a guildball tournament or anyone play it before. The games I have seen at tournaments are 40k, fantasy/aos/9th edition, warmachine & hordes etc. Most if not all requires rules that are not free. Just like Blood Bowl and all other games GW make.

Infinity has a thriving tournament scene and their rules are free to download. Malifaux is another example.
I think GW and Privateer Press are among the very few companies that don't offer free downloads these days. They also happen to be the biggest, of course.

There are Magic: The Gathering tournaments all the time. Magic rules are free; WotC makes their money selling the cards.
There are X-Wing tournaments. X-Wing rules are free; Fantasy Flight Games make their money selling models and cards and accessories.
There are Chess tournaments. Chess rules are free; Chess piece manufacturers make their money selling chess boards and pieces.
Heck, there are soccer tournaments. Soccer rules are free; this isn't the greatest example because most of the money is in running leagues and tournaments, not selling equipment. But do you think they would gain or lose fans if, every year, you had to pay $50 for rules updates?
But there are many, many successful game businesses whose business model is selling game figures and accessories while providing the rules for free.
In particular, for a long time, the CRP Blood Bowl rules were free. GW actually made a decent amount of money selling Warhammer models which were converted to Blood Bowl, although of course their bean counters won't be able to tell those apart from normal Warhammer players.
This is a bit of what I'm worried about, although I'd replace "can't pay GW" with "refuse to pay GW".So all those players who can't pay GW for rules now have a free alternative to play instead.
I like Blood Bowl, I own multiple boxed sets with the rules across multiple editions. But it does me no good without other people who play, in leagues and in tournaments.
So I think that GW charging money for the Blood Bowl rules is short-sighted and destructive to their brand, possibly making them a little bit more money today but losing potential gamers long-term. Which is their right, of course! And naturally they have a long, storied, decades-long tradition of doing exactly that.

GW charging money for their rules has been extremely productive for 40k and fantasy/aos. Any reason it shouldn't be for Blood Bowl?
