Universalverdünner or Aceton. You can get them from any store that sells paints or tools. Pour the Verdünner or Aceton into a glas jar and put the minis into them, after 6+ hours get them out and brush them with an old teethbrush under running warm water. Repeat the process if paint still sticks to the mini. Verdünner is more toxic than Aceton but is more agressive when it comes to paint removal.

My experience is to keep water away until they are done, because it seems to interfere with the acetone's cleaning ability sometimes...

I've found this too. Hitting them with a brush first and then rinsing them seems to work better. The water seems to make things kind of gummy for some reason.
