I'd like to echo some of Burgun's thoughts and address some of your concerns, inkpwn.
I have viewed these competitions as very community oriented, where winning was a fantastic goal but possibly secondary to the spirit of everyone making time to paint that one mini they hadn't made time for, and to share it with everyone. Some may vote strictly for the best paint job, and that's wonderful. Others, such as Burgun, may put weight elsewhere (such as progression of skills). It was in a similar spirit that I found myself voting for Gus_the_hut's daughter; not as a mockery to those who did their best to paint a model (myself included, even if you won't add me to the pole, inkpwn! I've tried to upload the picture again, even if I can't receive any votes for my late, incomplete, model!), but in support of a community member who, while enjoying the hobby we all share, got his little 'un involved too, which is neat (not to mention the serious "awwww" factor).
If others enter their children's works, I seriously doubt they will get the support that has occurred in this instance (being the first). If you still have such a negative take on her winning, simply proclaim her runner-up as the "official" winner and be done with it. If you didn't want her to "take" votes from others who you view as more deserving, then she shouldn't have been added as a joke option in the first place. If it's an option, people have the right to vote for it, whatever their reason.
I think the contest is respected, but also approached by some with a light-hearted "Oh what the hell, I'll show off my garbage mini because it's fun!"
