On our last game we had a discussion about BL at Kick Off.

Is it right, that only on the result of "10 Blitz" a vampire needs to roll for BL when he moves or makes a blitz, because on all other results with "movement" (5, 9) the players make not an action?

You are correct. Vampires can move on 5 and 9 without worrying about Blood Lust ... just like Ogres, Trolls, Minotaurs, Rat Ogres, and Ice Trolls don't roll for their nega-traits on 5 or 9 either.
