Pouring rain and Disturbing Presence

Hey. I have 2 questions and i did a search and didn´t find any answers

1. Does Pouring Rain affect the catch roll on a Hand-Off? Since the Hand-Off rules states that u have have to make a catch roll i belive it should but mite be wrong.

2. Does Disturbing Presence affect the catch roll on a Hand-Off if i have such players in range of the Hand-Off? Same reasons as above.

Both will affect the catch roll on a hand-off.
