It's always been allowed, well at least since 3rd ed anyway.

It's in the rules, you can throw the ball to any square in range, if you throw to a empty square this will count as a turnover. The living rulebook says you can throw to a player (team mate or to the opposite team if you realy want to) or to a empty square!!!!!
