I find a timer helps deal with both the declaration leniency and speed of play issue. If someone wants to rethink their planned action and no dice have been rolled, then they still need to deal with the pressure of the clock. Otherwise, I agree that non-stop dithering can get annoying.

I disagree with option b. But a punch to the face or playing like a rules nazi yourself is probably the only way to deal with a pissy coach like the one that Greyhound mentioned.

I quite often start my turn with the immortal words "Blitz action" closely followed by "...but with which player" !! I have no problem with players changing thier minds as long as no dice have been rolled, also you need to think about the other player, as an earlier post said its supposed to be fun. Its not chess guys (I even worse at chess than BB) its supposed to be fun.

I recently played in a tournament where my opponent (who was very sporting it should be said) blocked one of my guys, followed up and made the armour roll (Didnt go thro') then said "actually I didnt want to follow up, can I move back?" I said not really as dice had been rolled and they accepted that without any complaint. In "law" (the rules) I was 100% correct, however looking back I wish I'd said "no problem" I dont think it would have made any difference to the outcome of the match.(if your reading this, i apologise for that)

I think you should also consider your opponent, I started playing BB in '93 at a club and now attend 4-6 tournaments a year (more if the wife's not looking  ) so I should know the rules (even if I dont understand them) if I get called, fair play. If Im playing a newby (the above player was not a newby) then a little slack is fine, even a little encouragement and advice where appropriate.

I stopped playing 40K and fantasy because I couldnt stand the endless "debates" about line of sight and a 1/4 mm difference in your measure of the charge range and mine!! it all got too "competative" for me, i like to win (altho' Id like to win more) but most important I want to have fun.

One thing I do a lot is forget to follow vs side step players, I'll ask where they want to go, then immediately roll armour etc., but I wouldn't ask to then follow up. Even if I really meant to, as I should know by now...

you follow you don't follow on this one (unless total noob) once dice are thrown that's it (exception fend or frenzy of course)(fend guy moves to fast and follows up cast dice before you can say, "I fend him")

In our league we were very lax on declaring actions. You could easily move a player up to another and then say "and the Blitz" or pick up the ball, move around and then declare the pass. That was just fine for everyone, but then there came this coach playing vampires who always rolled first for Bloodlust and then declared what to do and that of course kept him from losing the "once per turn" actions if that roll failed (back then we played LRB 5, I should add).
So I explained to him, why in this case it is important to declare the action BEFORE rolling for Bloodlust. He got pissed over this and started being totally harsh on anyone else not declaring an action before even touching a miniature. That pissed off all off his opponents and suddenly everyone became that strict on declaring actions. That was definetly NOT what I intended in the first place.

I like the idea of just having to declare the action before any dice a rolled, I'm going to install that procedure in our league, maybe that will loosen things up a bit.

well you couldn't really expect the vampires to have to follow the rules and everyone else be able to take advantage of it ;]
