Not really. A block is a struggle- a life-or-death fight that can go either way, even if it is often favorable for another. A foul is just a swift kick. No skill involved, no tremendous practice. It's a lot easier to kick someone when they're down than it is to injure a foe as they stand in front of you, ready for you.

And I'd avoid using 'logic' for this discussion since that life of death battle that teaches a player how to survive in a scrum ends up teaching them how to run three spaces when a kickoff happens.

giving spp's for fouls in 3rd edition was just horrible. the 1st skill on just about every player was Dirty player. Mummies even took it.
Yes, it created blood, but because of how fouls work to help you break the armor, it creates cheap spp's. And the penalty for getting caught just meant that the player was now safe from retaliation.

I think fouling is encouraged plenty by it being around! It would be wimpy if fouling wasn't an option, but its still in the rules. I think fouling is plenty encouraged, as it can be a great way to gain a numerical advantage on the pitch. Sure you don't get SPP, but fouling makes it easier for everyone else to get SPP.
