Is that just reading to much into it, or is it meant to ignore one or the other, but not both?Not according to the rules, the or is not exclusive:
Big Hand (Mutation)
One of the player"s hands has grown monstrously large, yet remained
completely functional. The player ignores modifier(s) for enemy tackle
zones or Pouring Rain weather when he attempts to pick up the ball.
An example of exclusive or can be found in Mighty Blow (emphasis not mine)
Add 1 to any Armour or Injury roll made by a player with this skill when
an opponent is Knocked Down by this player during a block. Note that
you only modify one of the dice rolls, so if you decide to use Mighty Blow
to modify the Armour roll, you may not modify the Injury roll as well.
Mighty Blow cannot be used with the Stab or Chainsaw skills.

We'd always played it that Big Hand ignored all the modifiers for TZ and Rain, but a post on the Cyanide forum has made me question it.

I would say its one or the other. Not both.
As for a fluff reason, he uses his giant hand to bat away opponents as he picks up the ball in their tackle zones. Where as when its raining he uses his giant hand as an umbrella and can't bat away the opponents.
Also a bonus simpsons referance:
*reads off of hand* 'I am tired of the jokes about my giant hand the first such incedent was in......'

note that Mighty Blow goes on to specify that if you use the modifier on the Armor roll, you can't use it on the Injury roll. Big Hand does not have this clarification--thus the OR is not exclusive in Big Hand--it's your normal ole OR... A, B or A&B
