Petty Cash & same team value

I could not find answer to this with search so I guess I dare to ask in a new thread:

If both teams TV are the same, how do you work out the transferring of gold to petty cash? In rules it says only that highest team value declares first.

I have two options in my mind if anyone does not have definite answer:

1) Both teams offer the Petty cash blindly and that is applied
2) Dice is rolled which one declares first, the underdog may raise the offer until the one calls the bidding.

Do you have knowledge how it should be done? If not, do you have opinion which one is better or do you better options in mind?

rulebook gives a pretty easy solution to all "grey area questions" like this:

ask you commissioner, his word is law.
