Special Play Card "Miracle Worker" and end of game

The "Miracle Worker" Special play card says that it is:

"Played after a drive has ended before rolling for KO'd players."

Can it be used at the end of the game after the last drive has ended?

I'm 50/50 as the end of the match is certainly the end of a drive, but does the reference to rolling for KO'd players mean that it can only be used when you have the opportunity for rolling for KO'd or is that text just a reference included to clarify order of play.
