Neither die rolls nor RNGs are truly random. They have the same statistical outcomes to a very small margin. There should be an option for "Make claw a general skill, then everything will be fine".
Id vote for that. Like tackle rapes dodge teams, claw rapes armour teams, once everyone can choose it, it would balance out and since like everyone says, its not OP, then theres no problem with everyone having access to it.

why not make Mighty Blow a big guy skill only ?
Only Troll, Rat Ogre, Ogre, Minotaure, Kroxigor treeman should use it.
Mighty blow is awesome against AV 7 Team, more against tiers 3 teams like gobs halfings or vampz that some people play for fun, but where is the fun when you ve got not anymore players on the ground?
One disgression, Is there any stats about top skills ?
Could be nice to divide skills by "power'
Example : major skills -> block dodge guard cost 20K
Minors skills -> Safe Thrown, stab, wrestle cost 10k
This game IS awesome, but balance and balance and balance is needed. I ve only 500 game played, but that's for now my opinion.

There are several teams that have no normal access to General skills so your theroy is dirty, stinky, slimy, rotten, maggot infested, rancid rubbish

BB is not a balanced game. There is a Designer's note in the rule book that states,
Of course that note isnt in the CRP, but the point stands. And it applies to all aspects of BB. Balance is not needed.Designer's Note: Some of the above 21 teams are more challenging than the others to play either because of their skills requiring advanced strategies to be effective or because they have difficulty winning. These teams have been designed this way on purpose to give challenges to coaches who master the basics of Blood Bowl. These more challenging teams are: Chaos, Dark Elf, Goblin, Halfling, Khemri, Nurgle, Ogre and Vampire. Coaches should be aware that these are considered teams for more advanced players and can be confusing or difficult to use if you are new to the game.
