But if you had two players from opposing teams and the ball landed in both their tackle zones then NEITHER could attempt a catch (tho presumably an interception may be possible)?

The rulebook says "two or more players attempting to use", so if only one player wants to use it, he should; no matter how many other players have the skill but don't announce it's use. Now, if he would use it once the other coach says "no, you can pick it up" and smell a trap, that is a different thing.

I agree it follows the rules, but then so does assuming a player won't automatically try to (diving) catch the ball just because he can.
Actually, isn't there a rule in the good book that states that skill use isn't mandatory except where it says so in the description?
If that case you could try to diving catch the ball with only one player even if other also had the possibility.

If two players from your team had the option, then yes, you can elect to have one of them not use his skill. But the Heff's question was when one player from each team has the option. The opposing team can just say, "I'm using DC. Which means either you [that is the active team] let me try to catch this ball that you just threw, or you choose to use DC as well.
