Hail Mary and Tackle Zones?

Hi,

Is the Hail Mary fumble roll (pass on a 2+) affected by tackle zones or is it always a straight fail on a 1 with no modifiers? The rules for tackle zones talk about a -1 on passing rolls, whereas the Hail Mary roll is not technically a passing roll?
