One thing where it makes a difference is Wild Animal with Jump Up. Wild Animal roll on Movement is 4+, WA & Jump Up (AG+2) is 2+ 3+ = 5/9 (assuming AG2).
Of course, Jump Up on Wild Animals is rare and probably suboptimal. Still, there is a case...

Thought it was in the rules, but I was mistaken. I've always played that way in our RL league but don't see anything in the house rules either.
However, if you were playing with real rules sticklers, it could apply: I call a Block action thinking it's two dice but they point out the guard on a guy I missed and it's only one die. The rules lawyers says I'm stuck with the Block action and I just decide not to throw a risky block and instead just stand there. Of course, after the game I'd petition the commish to boot this guy from the league.

I think the Big Guy/Wild Animal case is the best example and thus, not moot IMO.
If you can declare a blitz without throwing the block at the end, I can't see why you couldn't declare a Block and not throw it to get your TZ (and maybe Guard) back.
As Galak said, delaring a Move Action has the same effect, even if you fail the WA roll for the Move, so it makes no difference.

I DO have a situation, where it would be useful...
In the case of a dump-of...
If the "would be blocked" player has successfully thrown the ball. Maybe, if you are a 1D or 2D against blocker without block, you would find it interesting to not block and stay where you are.
If you cause someone to Dump Off you have to throw the Block.
