Actually I think you scatter before the Av/Inj roll, something like this:
1. Player falls
2. blocker decides if follow up
3. scatter ball
4 Av/Inj rolls
But I don't remember where did I read this....

Yes, you should roll av/inj first, and then scatter, because there is supposed to be chance for the ball to end up att the square where the blocked player got hurt or knocked out.

If the coach of an undead team gets banned due to fumble of argue the call, can the team still regenerate? I say they should, since its a trait, but my league fellas think they shouldnt, since the "Necromancer" is now gone. How rule thee?

No, the link btw. undead regenration and the Necromancer being present has been abandoned since 3rd ed. Nowhere in the LRB you'll find a reference to this. But if your Head coach/necromancer is ejected you may not revive a dead opponent. The Necromancer is used as a free specialist wizard and his power is to cast "raise dead" once per game. That's all.
If your friends take the fluffwise description of the Necromancer for true ("An undead team cannot exist without a Necromancer") then they must force you to disband your whole team after the removal of the Necromancer.
