I would have to say no, you can't use a TRR when trying to escape from tentacles, because it's not an action your player is making.
To clarify: I would say that the dodge is the player's action, and can use a TRR if failed. I would say that the tentacles part is the defensive player using his/her trait, and is an action by that player to attempt to grab onto the dodging player.
So in Zombie's list, I would argue for #1.
It's definitely not #3, because the LRB specifically states that a TRR can not be used to force an opposing coach to re-roll a dice roll.
It's a physical ability, so i'd say no reroll, you can't re roll thick skull or any other of them, in theory!
THough if you DO want to to be ble to re roll do it this way!
Tentacle guy rolls, if he likes his outcome he can keep it or use a reroll if it sucks.
THEN the dodger rolls, they do the same! That works simply enough!
Of the options you presented, Zombie, I'd say based on a literal reading of the description of Team Rerolls, you absolutely can reroll the attempt to get away from Tentacles...it's part of your action on your turn.
I know of nothing that would suggest otherwise. Of course, I don't know much to begin with...

Cervidal that just isnt true about shadow, my sneaky git had it (with +1 mv), and it was quite effective, just more so once he took tackle as his 2nd skill.

I'd say option #2, but option #1 isn't that far off either.
And Shadowing is a great skill (with or without Tackle)...forcing a player to make many consecutive dodge rolls will end up a failed roll more than you'd like to think.
