Block declarations are limited to one per player turn unless the player has Frenzy. So I would rule if the player had moved away from the Dump Off player that the player could not block again.
Why? He called a blitz and hasn't made his block yet. He's still entitled to his one block somewhere in his blitz action.

Yeah, but Dump Off would not have been triggered until he declared the block part of the blitz and I don't think he should be allowed to declare another block. The difference is that you think rolling the dice is all that counts and I believe that the block declaration is what counts.

and on the same note that why i think he should have to block that player and not use passblock to move away and not block him

I know there is nothing to back me up on this but what I would like the answer to be is:

That after declaring the block he could use his pass-block but not move away. So after his INT attempt then he would continue with the block.

After typing that it doesn't sound all that good anymore.

If the player didn't have pass-block would he get an INT attempt anyway?

Nevermind this I guess I am just talking out of my rear.

Galak's right. A player can only Dump Off when a Blitz has been declared against that player. So the Blitzing player must have declared that he will make the block against the player with Dump Off. I don't think he can then switch to another player, even if he has made a Pass Block move trying to intercept the ball or cover the receiver.

So I'd let him make the pass block movement but not permit the Blitz against any but the original player. Of course he might be out of range by then in which case the Blitz would fizzle as Galak suggested.

So between the 4 of us, we have 4 different versions so far. Definitely grounds for clarification!

Once a block in declared, you must attempt to complete it. For example, if you blitzed the ball carrier and he had dump off, after he throws the ball you can't then elect not to hit him.

Same goes here, you can't use the blitzing player to pass block. He's in the middle of a block.

I can accept with that rule ... but this one definitely needs on the official clarification list as I would never had gotten that from the rulebook ... thanks Neo.

I assume you put it on the list. Unfortunately I'm not at home right now and don't have access to my personal list of things to look over. Thanks Tom.

That's a nice clarification that feels right. Where would the rule go? Under Dump Off, Pass Block, Blocking in general?

Page 8 ... Player Actions. Neo I'll put it on the Hot List under the Cleaning up the LRB text section.

However Neo ... the player trying to block can try to intercept the Dump Off if it doesn't require movement correct? Its just that if he was successful then he'd be blocking while holding the ball right?
