I also asked this over at REBBL forums since that is the league where the game is being played.
I don't know if there is a ruling on this or if it becomes a "friendly game " thing. My opponent moved a player twice on his turn and I was wondering(with no cards or anything to say he could.)
Do I rewind to that point call IP and start my turn or send it back and ask him to correct it and replay the rest of his turn?

Mail the file back to him and comment on what happened. If it is possible, have him move back the players where they came from and redo the turn from there. Make a note in the log!
If you do decide on rewinding the log, make sure you BOTH make a comment in the log to make sure that you both agreed on taking this action.
If you can prevent rewinding though then do that.

Just adding:
You can reset the movent of the players that have to move again by right clicking on them and choose..... reset movement!
I have had this problem twice. The first time I was stupid enough to rewind, but did mention it in the log. The second time I looked back to where every single player was before I made the mistake and then wrote down where they were and if they had moved.
I went back to the end of the file, made a log note and replaced the players, also clicking on reset movement whenever called for.
I hope this helps anybody who's having this problem!
