can you use "hypnotic gaze" during a pass block action? (i.e.; when a pass is anounced, can you move to the intented catcher, and hypnotize him, meaning he won't be able to try to catch the ball?)

Good question
The hypnotic gaze discription does say it can be used at the end of
any move action. The pass block description says it's a normal move action apart from being out of sequence and the number of squares you can move. So I guess the answer is: yes, you can.

pass block is not a move action ..
pass block "allows the player to move three squares"
and there's a list of skills that can be used during PB .. IIRC Dodge, Leap, Stand Firm (lifesaver)
found it: all skills you can normally use during a move apart from sprint, sure feet and jump up.

I'd rule that no, you can't use Hypnotic Gaze because Pass block is not a Move Action (same reason you can't stand up as part of a pass block)

Is there any way I can get an official reply to this?
We're encountering this in our league, would try to settle this as quick as possible...

As stated before, Pass Block is not a Move action. It's as official as it's going to get.

Pass Block is a move ... NOT a Move Action. If it was an action ... players could Jump Up at the start of it ... would need to roll for Bone-head or Blood Lust (they don't). Its a move ... but not a Move Action.
So no Hypnotic Gaze.
