do you have to declare if you want to use break tackle before rolling the dice to dodge? i know you can always wait to use a skill that modifies the roll until after you see the result but since break tackle modifies the target not the roll would i be right in thinking you do have to declare it?

You may wait until after rolling the dice before applying break tackle like any other skill.

Yep, all skills can be declared either before or after the dice roll.
