Hi

lets say I score in turn 7 and I'm one turn ahead of my opponent.

Does he starts his offence in his turn seven or does his turn marker follow up to seven, so he starts in turn eight?

You have to set up your defence and kick the ball to your opponent first.
Then his 7th turn starts.

Except for a riot or a special play card, your opponent will always move his turn marker to the same turn he would have played if you had not scored (i.e. Turn 7 in this case).

I'm glad you guys figured out what he was asking. I was going to suggest he played it like the rest of the turns. He gets a turn 7.
