Pass block and Leap

When a player uses pass block, he treats it as a regular move with the fact that its limited to three movement. Outside of that its a normal move correct?

That means you can use leap during those three squares, right? There are no limitations to the skills you can use during the passblock.

the limitations are on the skills themselves

i.e. Leap / dodge effective once

but otherwise correct
