Assist question

Played with a new group tonight and we ran into an issue dealing with assist...one of us is misunderstanding something. Maybe you guys can help us clarify =)
Here's the question: Defensive assists during fouling.
Do the defending assisters have to be touching the victim of the foul, or the player perpetrating the foul? The wording under assisting a block is very explicit, but the wording under assisting a foul is somewhat muddy...pg. 24 of the LRB 1.3 if you want to look it up. The argument is that assisting a block and assisting a foul are completely different things and abide by completely different rules...one of us thinks assisting works the same for both blocking and fouling (defending assister needs to touch the blocker/fouler), one of us thinks that for fouling the defending assisters need to touch the victim of the foul, not the fouler.
