Does blitzing negate foul appearance?

No, I see your angle, however a Blitz is just a move action with a Block at some stage in the move.
The key word is Block, so I would say Foul Appearence still works. (And is a major pain in the arse if it happens on your Blitz!)

When you make a block as part of a blitz action you still need to roll for foul appearance.

Just to clarify - it's because Foul Appearance triggers when the player is the target of a block (little b). Not when a Block Action is performed on the FA player (Capital B)
A block during a Blitz Action is still a block. So Foul Appearance will trigger.

can you reroll fowl appearance with a reroll? ^^

You can reroll any roll made by one of your players during your turn with a team reroll (with the exceptions of AV and Inj/CAS).
As it is your player who rolls the Foul Appearance roll - you may reroll it (with a TRR or Pro).
