LRB 4.0 turn marker question

In a recent game in my league, I was called for an illegal procedure penalty for not moving my turn marker as I began to turn my figures at the end of my turn (turn 7 or 8, I forget which). I was out of rerolls. The opposing coach wanted an extra reroll; I obviously didn't want him to get it. I argued that my turn was over and he shouldn't be able to get one. He argued it didn't matter. We consulted the LRB but couldn't find anything besides Turnovers ending a turn. I still had plenty of time. Did my opponent get screwed out of a reroll?

My opponent has since argued that my argument gives way to someone being able to say "No, I'm not giving up a reroll, my turn was over" in defense of the RR. This seems kind of hard-core to me, but I have no problem with this argument.

Illegal Procedure is the lowest a coach can call for. That rule stink! What a way to win a game.

If I get your drift correctly, you had forgotten to move your turn marker but your opponent didn't call illegal procedure until you had effectively ended your turn anyway.

An important piece of text from the rulebook:
A coach who is called for an illegal procedure must either end his turn or immediately lose one re-roll,
Bolding and underlining is mine.

Your opponent says your turn isn't over! "Oh damn I hate when I do that, so under the rules of Illegal Procedure, I will end my turn now! "

No reroll for him, if he doesn't pick up on the Illegal Procedure until you've done all your moves anyway, no benefit for him.

Edited to add, I hate Illegal Procedure and never call it, if my opponent forgets to move his turn marker, I just point it out to him to make sure he moves it.

It sounds like you ended your turn immediately after he called Illegal Proceedure so you met the rule's definition. Yes I know your turn was already over. Too bad. He should have been quicker. No RR for him.

You can´t call illegal procedure after you´re turn is over anyway :)

Btw in my league we do play with the "illegal procedure rule" and I like it.
I agree that you have to play in a competitive league, and the experienced coaches are large with new guys in the league.
Not calling it the first 4 times or so.

However I have seen many games, where ppl forgot or simply didn´t know what turn it was due to them not using the illegal procedure rule.

Actually, if he called a IP after you turn had ended, that means he'd called an incorrect IP, and as such, you get given a reroll (if I'm remembering the IP rule correctly, which I may not, because we dropped that lump of cheese ASAP).
