A Stunty player treats a roll of 7 as KO'd on an injury roll.
A Thick Skull player treats a roll of 8 as Stunned on an injury roll.
Does it means that a player with both is Stunned on an 8, but KO'd on a 7?

Yes
Coincidenttaly - if someone with mighty blow smacks such a player and rolls a 7 for the injury, he probably won't be using his mighty blow modifier.

It does, but why would you ever waste a doubles roll on Thick Skull?

put it that way... i see this happening only in a league with random skill rolls or skills chosen by the opponent (or with house-ruled rosters)
it just seemed weird that in one specific case, a higher roll doesn't mean a better result

I agree - dumb house rules shouldn't be printed
