Game starts you have a TV of 250
Games ends
do you finish all the finnance and add returning MNG players subtracting any MNG or Dead/Dropped players
buying stuff for the team
Which TV do you use for SE

The TV you had at the start of the match.
You don't calculate the new TV until the end of updating the roster.

That's nearly right.
Using petty cash actually changes your TV, so might increase the amount of spiralling expenses you need to pay.
Any gold left in petty cash is transferred back to treasury and then each coach must now pay for spiralling expenses (as described later) through gold in treasury. Note: at this point you will not yet have updated your team value from the value calculated after step 2 [Petty Cash] of the Pre-Match Sequence (page 28).

So spiraling expenses is based on the actual TV during the game, right?

Your TV for spiralling expenses at the end of the game is the TV that you had when you went to calculate inducements at the beginning of the game.

Ah, if onlu the Bank rule hadn't been nixed. Then we wouldn't have had that annoying exception, and Geoffs original reply would have been dead on.

So let's say that a match starts with even TVs.
Then the first team to transfer gold transfers 150K gold. The second team does not have to transfer any gold as they will get 150K in inducements now, right?
Now lets say the first team transfers 50K gold and the second team transfers 150K. It is kind of strange that the first team had to use the 50K when they would have gotten the total 150K for free anyway. Instead they are just getting 100K for free. Is this correct?

Yes. Since anyone using petty cash is very rare (and intentionally so) this doesn't really bother me.

yes that is why the Higher TV must decide if he is going to put cash in his PC for the game. It maintains a somewhat advantage for lower TV team

Thanks for clearing that up for me.
Now one more tiny thing. You get to put the money back, but why wouldn't the coach know exactly how much money he should pull out for the match?

That is the fun of the whole thing
PC alters TV for the match use it or not. If you want a Babe for example you put in 50K. Your opponent just got 50K more in inducements. you still get to buy your babe. If you over commit your PC then you give your opponent more free stuff and you still end up with unused cash.
ohh fun twist ....
you must put all of your treasury in PC for each match (take that you freaking cash hoarders)

Just an understanding for me:
Start step 3
Petty Cash: Put in Money starting with highest TV (at this point)
Recalculate TV
Spiraling Expenses (paid later) is based off this new Team Value
Inducements:
BOTH players can buy inducements (based on new TV differance and cash put into PC) (Does it matter who buys first?)
Is this correct?

So if a Team is TV 1500K and the other is TV 1000K and neither puts in cash but the lower team buys 500K of inducements, he does spiraling expenses as TV 1000K, since he didn't put in cash?

Absolutely.
SE is to prevent teams from growing too big.
If it affected blank starting teams it really wouldn't be working very well.
