Catch roll vs roll to catch vs attempt to catch

Are the phrases "catch roll", "roll to catch", and "attempt to catch" equivalent? And is this true for all other roll types, like dodge, pick up, pass, etc?
The specific instances of contention were that:
- 1) the Catch Skill could not be used on an attempt to catch a bouncing ball because the skill says you can re-roll a "catch roll" which only applies to catching a pass (We ruled, I believe correctly, that the skill could be used), and;
2) a failed pick-up roll which caused the ball to bounce to, and be caught by, another player on the same team did not cause a turnover. (We ruled that a turnover was not caused, but found ourselves to be incorrect after consulting this forum. Woohoo TFF!)
I am less concerned with the specific events described above than I am with the general principle that phrases like "catch roll" and "dodge roll" are equivalent to "roll to catch" and "attempt to dodge" respectively. I believe they are equivalent, but would like to go back to my league commissioner with support from the TFF forum. Of course, whatever the league commissioner ultimately decides overrules everything else, as always.
Note: This question does not apply to the distinction between "block" with lower case b and "Block Action" with capital B. This distinction has not caused a problem, but may be leading my league-mates to over-interpret other rules.

rolling to catch is the same as a Catch roll.
You can use the Catch skill for all of the following:
1) Pass from a team-mate
2) Interception roll
3) Hand-off from a team-mate or opponent
4) Bomb catch
5) Throw-in that lands in your square
6) Bouncing ball that lands in your square
7) Kick-off that lands in your square
If you have Diving Catch than #1, #5, and #7 apply to balls landing in a square adjacent to you as well.

I thought a failed pick up roll was on the list of turn overs?

It is, hence why he said they were incorrect to play it as though it didn't.

It is. The argument was that the "pickup
attempt" was not limited to the one pickup roll, but included all of the subsequent rolls to catch the bouncing ball. The pickup roll failed. The ball bounced to an opposing player who failed to catch it. The ball then bounced back to the player who had attempted to pick up the ball who now caught the bouncing ball. It was ruled - incorrectly - that this was part of the attempt to pick up the ball and the team could continue the turn.
Basically, the commissioner ruled that "pickup attempt" did not equal "pickup roll."
The correct ruling should have been:
The pickup roll has failed, causing a turnover. Resolve the bouncing ball using catch roll(s).
@Galakstarscraper
Thanks for the clear and concise answer, Tom.
rolling to catch is the same as a Catch roll
Just to be clear, this also applies to dodge, pick-up, intercept, etc, correct?

I have a problem with this interpretation of the rules.
bouncing balls require surehands.
If the ball is scattered eg after kick off, after throw in after flubbed pass, the skill to catch it is catch.
But as soon as it hits the floor, ie it bounces, then it is surehands. but that's the way I see it because catch has too many uses as it is.

you care catching a bouncing ball not picking it up
you can house rule it if you want but that is how it is meant to be
sure hands already has has two parts picking up and negating strip ball
catch just catches

Incorrect. Sure Hands only works on balls that are at rest not in motion.

As long as the catcher is not caught by an opponent.

Does the +1 Diving Catch modifier also apply to Handoffs and Interceptions?
