MA 3 standing up and blitzing query

Hey,

Was curious if this is correct. A mummy was knocked down in a previous turn and the player had to stand him up but also declared a blitz, we were both unsure if the standing up took away the 3 movement and he had to go for it to blitz, or because all his movement was spent getting up he was unable to call a blitz, or that by declaring a blitz he would lose 1 movement and then have to roll to stand up as his movement is now under 3.

What is the correct way to work this out?

He is allowed to blitz and has to pay three movement for standing up as usual. Then, if he so chooses, he can go for it up to two times like usual, to perform a Block or move further.

In other words: Yes he can stand.
But he'd have to GFI to go anywhere (or hit anything)

unless it is an even numbered day in an odd numbered month, then he stands for free.
