This is an issue they will hopefully clarify soon. All the Leagues I know of, including the one I play in, have ruled that no TZ = no assists; essentially, the player isn't there except for the space he is standing on. However, there isn't really an official ruling anywhere in the LRB concerning this. The popular consensus I'm aware of is that no TZ = no assists.

The rules for assisting a block mentions nothing of tackle zone of the assisting player, but rather that he must be present adjacent to the enemy player involved in the block. This means that a player without tackle zone - bonehead, stupid, or hypno gazed (any more?) - CAN assist !
Off course you could argue, that it may be the intension that he shouldn't be able to assist, but if you play by the rules as they are written he CAN assist.
Most likely it's written that way on purpose, without using the phrase tackle zone - that phrase is namely used further ahead in the same sentence (LBR p. 21), so it's not that the writters had forgotten aboyt it

Its on the official BBRC Hot List topics for this year:
Officially, failed Bonehead players CAN assist ... it was an official FAQ.
NOW .... a vast majority of league don't realize this OR have house rules it to not be true (ie my league, the MBBL2).
We did a question and answer of 35 BB coaches to see if they even knew the official rule ... 80%+ of coaches didn't realize this was the official rule (that included one of the BBRC members).
I'm expected this official rule to get changed after this review.

But note that they don't prevent opposing players assisting either, as they have no TZ. I believe this was covered in Hypnotic Gaze back in WD182.
Ummm

I would hope so to. It would make more sense for a player who failed a Bonehead roll NOT to able to assist, he has after all forgotten where he is. If he can't exert a tacklezone how can he assist someone blocking?

Yes, that does make logical sense (but when were the rules ever about logic?)

Anyway, hopefully we can get a ruling on it during the rules review this year (should be happening very soon).

However though bonehead/really stupid he might be, and because of that standing around wondering which way the ball should go in order to reach the opponents end zone (or just wondering what strange grass field he suddenly finds himself on) he is most likely still ready for some carnage whereever he be, and thus he will gladly take part in assisting in a block.
Perhaps a bit off logic - but a point of view/explaination?

That's the way I've always thought of it too, Casper.

If he was ready for carnage and would gladly take part in a block, he wouldn't be a BONEHEAD!
I don't get how a rule can say you lose your tackle zone, can't move, blitz, block, pass, dodge, etc....yet people STILL want to wiggle in technicalities like assisting and catching and stuff. Bro, if the guy's a bonehead, he's a rock. Treat him as part of the field. It's a small enough price to pay.

Well, Bro, I could go for that if that was the way the rules were written. They're not! It was ruled in a Q&A that they still lend assists. Why is that? I have a need to role-play the mechanics of the game. I need to just come up with another way of thinking about how life in a Blood Bowl match is so they fit. I think "BONEHEADS" get a little overwhelmed and don't take an action. It's not like they forget to breathe and that's what they're concentrating on.
OG pound, Og pound... mmm Og lightheaded. OG FORGET TO BREATHE! Breathe Og breathe. Where everyone go?!?
I thinks it's more like,"linerat, gutter runner, linerat gutter runnerlineratgut.... crap, where'd they go.."
Pay whatever you need to. I hope you remember to breathe. I don't really believe they do become a rock.
