TTM/right stuff question

I'm currently playing as halflings and the other day i was playing a game and was thinking of using TTM play to throw a player down field without the ball. now if he fails to land its not a turnover according to right stuff, but my commissioner said it is a turnover if his armour is broken. i thought that was ridiculous.
also is it a turnover if the TTM pass fails ie fumbles the halfling, lands or falls
if TTM fails ballcarrier falls over but ball bounces and lands in your possession?
basically what im asking is what are the situations with TTM/ right stuff that end in turnovers and which that do not?
i tried looking for other threads, but couldnt find any clear answers.

fumbles are a turnover as listed in the turnovers section, even if someone else on your team ends up with the ball
failing the landing roll if you are holding the ball is listed as being a turnover, again regardless of where the ball ends up
right stuff says that a failed landing roll does not cause a turnover, by extension of that neither does then failing the armour roll, if it did then it would say that, otherwise its just far too confusing
there is nothing to suggest that a failed armour roll causes a turnover, no where in the rules does it say that, only players falling over would and right stuff explicitly states otherwise in that case
your commish was wrong ;]

1. A player on the moving team is Knocked Down (being injured
by the crowd or being Placed Prone is not a turnover unless it is
a player from the active team holding the ball … e.g. skills like
Diving Tackle, Piling On and Wrestle count as being Placed

7. A player with the ball is thrown or is attempted to be thrown
using Throw Team-Mate and fails to land successfully (including

This is pretty clear that no matter what if you hit your own player with a TTM or a bomb, you suffer a turnover. Also if you fail a landing with the ball it is a turnover. The recovery of the ball doesn't matter.

thats what i thought, thanks for clarifying, i didnt get a chance to look at the rulebook during the match, (he wouldnt let me) and kept saying he was knocked down and the rules state that being knocked down causes a turnover. i kept saying read right stuff and it specifically says failed landing rolls do not cause turnovers unless they have the ball
it even says now that i looked at it that the halfling or any right stuff piece is placed prone on a failed landing roll and not knocked down.

i was not actually playing him, our league comprises of just me and 5 of my friends and we play at each others places. our Commish was the one that introduced us to the game, he is also my best friend known him since the first grade, i inevitably won our first season against him in overtime with my Norse squad against his Chaos.
then for our second season i said i'd be halflings if i won the season and after our first 4 games i had a record of 2-1-1.(only loss came against him, 2-1) and he i guess was looking into the rules of TTM to make sure i was playing properly,(even tho i had yet to have a successful TTM TD), had a conflict in an earlier match where my halfling landed on a my own halfling causing a turnover, which i said was a turnover but no one was sure game went on and he said later it would not have been a turnover, i was angry cuz it changed the face of the game. (although after the match i confirmed it was a turnover)
my record is now 2-2-2 lost to necro then tied a high elf(TTM play in question happened here) you can see my teams progress in the league development section.
he is currently leading our league with a 5-0-1 record with Slann.
i think as a whole ppl were surprised i was doing so well with halflings, still lead the league in casualties(16), one tree has 7 and also has Guard and Block as skills. i have recently fallen back to earth with 11 casualties against in last 2 matches. (16 total)
but thats all another story, the conflict as whole didnt effect the game too much, i had already failed a TTM pass rolled 1's twice on the throw.

I wouldn't play any game with someone who wouldn't let me read the rules.
How do you know how to play if you don't read the rules?
He sounds like a bully.

I think the best thing I did was memorize the TTM and Right Stuff entries in the skills descriptions. Very few players understand these rules and until I had them memorized I had to refer to them every time I tried it.

Bingo. A failed landing roll has the Halfling Placed Prone NOT Knocked Down. The Turnover rules relate only to Knocked Down players (not Placed Prone players) (otherwise Wrestle and Piling On would cause turnovers for your team when used).

well ya he was looking at the rules but, he didnt let me look at the specifically...w/e it wasnt a big deal and like i said he's my best friend and we usually sort it all out before the next game. like we started the first season with frenzy you had to keep hitting the person till they went down or you ran out of movement for like 4 games and i was Norse so i had alot of frenzy

were all pretty new to the game so its all a learning curve
just dont like being told im wrong when i know im right

My understanding of TTM is that as long as the halfling in question is not holding the ball, there is *nothing* that can cause a turnover during the action, unless the landing scatters in a fashion that injures one of your own players (or causes him to drop the ball).
But I'm ready to be sat corrected as well.

What happens if the thrown halfling goes out-of-bounds? This happened in a tournament, and we couldn't find a definitive answer. We played as if it was, but wanted to find clarification since it seems to happen to me any time I throw a halflings remotely close to the sideline.
