"An overeager fan heckles and distracts one opponent especially well.
Timing: Play at the beginning of your turn before any player takes an Action.
Effect: An opposing player of your choice may not use any skills (including
block and dodge defensively) other than those that must be used
(frenzy, loner, etc.) for this turn and the following opposing turn."

If I play it on a player with regeneration, will that player be allowed to use regeneration?

all skills are optional unless specified. so regneration should not be allowed.

A BH/SI/Dead player not using regenerate because he's distracted? Umm...

Regeneration is an off pitch roll anyway, as an extraordinary skill it is always active. So they can use it

what has being off pitch to do with being allowed to use a skill?
also if an extraordinary skill is always active, does that mean that gaze and bombadier ect. can be used?

'always active' does not equal 'has to be used'

the always active part doesn't help matters here, I would probably say that they can't use those skills

there is nothing in the rules that says loner must be used

hyp gaze and bombardier are active things that the player does, regeneration is part of the player like loner, bloodlust, wild animal, decay etc

they are physically part of the player rather than a learnt "skill"

this from a logic point of view.
but this is not logic, this... is... BLOODBOWL!!
there is nothing in the rules that says that there are skills different from others. All skills are described under the same entry, and IMO if there is something that does not allow you to use any skill, well, you can use no skills.

and Loner must be used. You cannot decide not to use Loner: you can only decide not to use a Reroll on that player. If you use a Reroll, you must use Loner.

The only difference between Block and Regenerate could be that the first works on the pitch and the second works in the dugout (in fact, is the only one that does). The fan could not be able to reach to the dugout, and this could be the only support to the "it works" cause.

why must you use Loner though if it doesn't let you use any skills, tell me where in the rulebook that it says you must use Loner, or any of the other skills I listed

From the rulebook:
As a result, a Loner may use team re-rolls but has to roll a D6 first.
It doesn't say he may roll a D6 first, he has to do it.

on that basis regeneration says if the player suffers a casualty then roll a d6

(I paraphrased rather than typing the whole sentance)

it doesn't say may or must, just says to do it, suffers a casulaty then roll a d6

so why would heckler not remove loner but remove regeneration?

I would agree with Grumbledook there.

I agree with Grum
the instructions are quite simple: do this\
not must, not may, not can't, not can
simply DO

interestingly quiet a few skills don't use the wording:"May"

Guard for instance would therefore not be cancelled by the heckler, it is also always on.
Worse Block seems to not offer any alternative in the rules to be optional... even though I thought it was clear the rules meant for most skills to be optional.

I was under the impression (probably wrong) that the skills I HAD to use were:
- Wild Animal
- Really Stupid
- Bonehead
- BloodLust
- Frenzy
- Loner
- Animosity
- Stunty
- Always Hungry
- Ball & Chain
- Chainsaw (I have to use the rule but I don't have to block)
- Decay
- No Hands
- Take root
- Titchy
- Secret Weapon

(I may have missed one, but basically the nega-skills)

everything else was optional.
