This has been bothering me for a while now....
lots of things are against Nuffles sacred rulebook but why are secret weapons allowed and a 12th man not... fluff (Did you Knows) back up the chance that teams tried to slip a man on often.
I think the fluff was the gouged eye versus the crusaders, when asked why they didn't notice until the oranges were handed out and there were not enough to go around... They all look the same.. etc
If you can wheel a deathroller on and pay a standard bribe why not a 12th man... After all the teams that need have bribes are more likely to be the underdog and probably a stunty team whose 12th man is unlikely to be much of a threat.

In the way back machine(89-90?) when a few of us used to play nothing but the occasional one-off game, it wasn't unusual for us to sneak players onto the field during drives.
Every time I run into a cousin and we start talking about Blood Bowl, he always brings up that time he was getting beat so bad he commented "it's like you have 15 guys on field...", and pauses midsentence. Too funny.
But yes, I think if you have a Bribe you should be able to use(roll 2-6) it to slip a 12th man, woman, troll, ogre, oversized rat onto the field for that drive. Be an interesting change and likely a few more bribes bought in leagues.

There is a special play card that lets you do just this, so it is covered a little.
I think this has been discussed before, and the consensus was that it's a little unbalancing. Certain teams only serious weakness is lack of speed (Dwarfs/Orcs) and giving them an extra player helps to plug a few gaps.

One rule we used in an old league was.. if a coach has more than 11 on the field (by 'accident' of course).. the opposing coach chooses players to be ejected untill he's down to 11 on the field. You could use bribes for something like this, but it's still abusable. We also used a 'sneaky git' skill (before the current rules had it) that increased your argue the ref call, and gave you a 1 in 6 chance to sneak on the feild during a drive (player had to be in reserves to roll).
