Can a Block Action trigger Shadowing?

Shadowing (General)
The player may use this skill when a player performing an Action on the opposing team moves out of any of his tackle zones for any reason. p.47
So, let's say my opponent's Human Lineman blocks my Dark Elf Lineman. When the Human Lineman throws the block, he is standing in my Assassin's tackle zone. The result of the block is a Push Back. The Human Lineman follows up, which causes him to leave my Assassin's tackle zone. Can my Assassin attempt to Shadow the Human Lineman?

But only if he takes an action. So a clever coach might free a receiver from having to make shadowing rolls with a well executed chain push.

Slighty off topic this is also a good way to get a St2 player away from a BoN (or any tentacle player) especially if its one of the opposing team you use to chain push him with
