Does Dump-off work with Stab?

Does Dump-off work with Stab?

My thought is NO, since Dump-off works "before the opponent throws a block" and Stab says that "instead of throwing a block uses a stab action"

I paraphrase.

I would say Dump off should still work. It says in the skill you can use it when a player declares he is going to throw a block at him. I would interpret that to be when you declare your action but prior to deciding if to use the stab skill or not. I mean an assassin still uses a block action to stab.

The order as I see it is:
Declare Block on Ball Carrier,
Ball Carrier decides whether or not to use Dump Off - resolve,
Blocker decides whether or not to Stab - resolve.

I would assume the same issue would come up with chainsaws too.

I agree with this interpretation.
As do I (that's why Stab says in place of a block (meaning the rules that trigger from a block also trigger with Stab (ie things like Foul Appearance also trigger))

Indeed. Unfortunately, the wording for Chainsaw is more precise, saying that you must use the chainsaw as part of your Block Action, while Stab is not worded as nicely. However the phrase "throwing a block" is included in the descriptions of the Block and the Blitz actions, so it can be said to be intrinsically a part of those actions. Therefore in order to Stab "instead of throwing a block," a player must be performing a Block or a Blitz Action. Dump Off reacts to a player "declaring that he will throw a block," so there's a reasonable argument that the terms "throw a block" and "declare a block action" are meant to be taken interchangeably. It's too bad the wording of the rules were not more universally precise, but this case is good enough to escape ambiguity.
