Few rules queries

1) Re-rolls
Cost double gold value when a league is underway. However do they still only count as normal value when calculating TV? So for example a Chaos team has pre-league cost of 60,000 and 120,000 when the league is underway. However when calculating TV each re-roll (pre or post) is worth 6 points.

2) The Bank
Reading through Galak's rules on the bank.

The amount of money that can be stored in a bank seems pretty small. I am also assuming that winnings can be stock-piled in a team's treasury as normal, though the treasury now adds to the TV.
3) Fan-factor
There seems to be a maximum limit on fan-factor. If the winning team rolls 3d6 and has to beat their current fan-factor for an increase then that limits fan-factor to a max of 18. Is that intended? What was wrong with the previous rules where FF could simply have a chance of continually increasing.
4) High end TV teams
I understand the reason for limiting high TV teams but at the same time does this not mean that if a team reaches a certain value that it doesn't get any benefits from playing games apart from skill increases. Spiralling expenses will eat into winnings even if it wins; their FF is limited to 18 max; and with the exponential SPP progression chart it means that they will need HUGE amounts of SPP's to continue to advance their team.
I also assume that the Spiralling Expenses is listing TV in terms of gold rather than actual TV.
With the SE it would appear that if your TV is 2800 or more that even if you win, roll a 6 for winnings, you end up actually getting no money.
