If I have a journeyman get enough SPPs to skill up, do I make the roll before deciding whether or not to buy him onto the team?

Looking at page 29 of the CRP.

Point 1 is improvement rolls.
Point 6 is where you decide to hire the journeyman or not.

So, yes, roll the skill up first.

cut him loose. even +ST is a liability with 2 nigs.
