Inducements - Journeymen/Mercs

Inducements - Journeymen/Mercs
Do you have to take journeymen? If I am two blitzers down can I take 2 mercs or do i have to first take 2 journeymen (and then not have the tv difference for the mercs...)?

So - I can if I am giving away say 250k in TV get 2 blitzers rather than getting 2 journeymen and a wizard?
