Ball & Cahin movement

Hi guy, after my first tournament with goblin i have one question
Must ball & chain move 3 squares or he can move 2 or 1 square and stop?
For my english(i'm italian) is not so clear
Can you tell me how does it work?

Must move the full MA, and then can voluntarily use 1 or 2 GFI.
