Dump-off + Ball & Chain

Player 1 and player 2 are in the same team.
Player 1 has Dump-offf.
Player 2 has Ball & Chain.
Can player 1 use Dump-off if he is blocked by the player 2 ?

Dump-Off (Passing) This skill allows the player to make a Quick Pass whenan opponent declares that he will throw a block at him, allowing the player to get rid of the ball before he is hit. Work out the Dump-Off pass before the opponent makes his block. The normal throwing rules apply, except that neither team’s turn ends as a result of the throw, whatever it may be. After the throw is worked out your opponent completes the block, and then carries on with his turn. Dump-Off may not be used on the second block from an opponent with the Frenzy skill or in conjunction with the Bombardier or Throw Team-Mate skills.
It has to be an opponent blocking the dump off player.

Am i reading correctly? You say that if a Fanatic has Pro, he may attempt to use it to try to re-roll which direction he moves???

It seems legit, as far the wordking on the Pro skill goes.
Pro (General)
A player with this skill is a hardened veteran. Such players are called
professionals or Pros by other Blood Bowl players because they rarely
make a mistake. Once per turn, a Pro is allowed to re-roll any one dice
roll he has made other than Armour, Injury or Casualty, even if he is
Prone or Stunned. However, before the re-roll may be made, his coach
must roll a D6. On a roll of 4, 5 or 6 the re-roll may be made. On a roll of
1, 2 or 3 the original result stands and may not be re-rolled with a skill or
team re-roll; however you can re-roll the Pro roll with a Team re-roll.
There it is, the complete list of things the Pro player cannot reroll.
I would like to see Galak's view on what the
intent was supposed to be?

I am inclined to agree with lunchmoney's interpretation of the rules as they stand. I don't know what the intent was.
We do know that there is a deliberate lack of correspondence between Team Re-rolls and Pro. For example, Pro can be used to catch a ball during the kick-off sequence, Team Re-rolls cannot. Also, Pro can be used in your opponent's turn, Team Re-rolls cannot. So we can at least say that the intent of the designers was for Pro to be different. This is a mild encouragement to go with lunchmoney's interpretation.
I am guessing that the prohibitions on using TRRs for Scatter, Distance and Direction were written in reference to the ball (especially a ball that has scattered out of bounds), not to things done by a player. However, would lunchmoney's interpretation also mean that a player could use Pro to re-roll for scatter after failing a pick-up or catch? Interesting...

FOllowing the "flavored text" of a Pro being a hardened Veteran, one can argue that he makes a mad scramble to influence the direction of the wild bounce....
on the other hand
a bouncing ball is not a player roll. I can see with the Movement direction begin altered as it is the player's Move Action and he is trying to wretch a little control of the whirling B&C that is pulling him this way and that.
Is the bouncing action of the ball treated like a Bribe or Wiz <which you cannot re-roll>?

Agree with DLS on scattering, its not a player roll so no to Pro. I agree that as worded Pro works with B&C but no idea if that was the intent, but as at best a second double I don't mind it.

Had a couple of minutes spare at work (

) so looked at the odds.
If a B&C has Pro, the chance to get the direction needed:
If only one direction hits goes from 1/3 (3/9) to 4/9.
If two directions hit goes from 2/3 (6/9) to 7/9.
Hardly earth-shattering, so I think I'd allow it even if it wasn't intended, especially if the coach has given up taking Block to take Pro.

I get if 2 directions, 8/9 not 7/9. All assuming you're not aiming for a specific player
