I was looking at the Rules Clarifications on the NAF site.
Why Shadowing cannot be used during Pass Block?

So I'd say, using Pass Block is not an Action. You may make a move Action right after using Pass Block. If this was an Action, you'd have a player with two Actions in one turn. The list of Actions is on P.7 of the CRP, and Pass Block is not listed.
