Blitz move and stab action

Blitz move and stab action
Hi all,
Am I right in thinking because Stab reads 'Instead of making a block action', that during a blitz, a player has to have 1 point of movement remaining to take a stab action?
(As they'd need a point of movement to make a block action)
I'm reading that as they'd need to be able to legally make a block action to swap it for a stab action.
But at a recent tournament, this came up and a few players were saying its like a foul action, it needs no points of movement to work.
