Throw Teammate Action

Does the Throw Teammate action count as your pass action for the turn or can another player take the pass action after a teammate has been thrown?

I reread it myself and I think that this line clears it up for me.

"The monster must take a pass action, ..."

That would preclude anyone else from passing on my team.
