hand off

I know that the rules of hand offs have changed, so now it is an action. Does this mean that you cannot hand off to a player in his movement like before?

Yes.

A player may only make a hand-off during his own action (which must be declared as a hand-off action).
It is like passing the ball:
A player may only make a pass during his own action.

Like Slup said: it's a separate action. Only the active player can hand off the ball at the end of his movement. So no more moving after the hand off.

Yep thats right, you can no longer hand off after you have ended the turn with the player who has the ball and he can not move after he have handed off either.
