New skill - Goad?

Some player's have the knack of getting on the opponent's neves. In Australian sport commentaters often call this "niggling" and it can goad a player into behaving illeagly.
I suggest
"A player with niggle may attempt to goad an opposing player within 2 squares during any kick off after the first. Roll d6, 4 or better and the player runs ove to throw a blitze just before the next turn starts. If the player is on the reciving team, it counts as the player's turn but not as the team blitz, if s/he is the kicking team then it count's as the niggling players turn. If either player is KOed or worse as a result of this, the other player is sent off until the next kickoff."
When you kick, it gives the chance to influence the opponent's play a little (or just make him set up a little differently). On offence it lets you draw an opponent out of position.
Is that too powerfull?
