Can the defender use his PO skill?

Here's is the situation.

my guy blocks his guy (who has PO) at a disadvantage. (2D defender's choice)

I roll a skull and POW. He takes skull. Can the defender use his PO skill?

No, I'm the attacking player. I don't want it more powerful. I was praying to Nuffle to help out on this block. I was planing on making that 1 in a million hit to knock his guy out of the game.

I wanted to know for my sake, my heart skipped a beat when I saw a skull come up

I think the wording of the skill actually states "When a player makes a block", therefore no.
