interceptions on fumble

Can we intercept a fumble?
I suppose so given that the dice roll is made before the pass but I don't see how a player can intercept a ball that did not pass around him or hadn't even been thrown.
If it is a rule only to advantage the interceptors, I prefer to let it difficult and that seldom happens so unlogical it is, and it makes it even greater the action!!!
