Yes, they should pay double, including the Star Treeman. However, many people believe that Treemen should be on the Halfling roster in the same way that Trolls are on Goblin and Snotling rosters. As a commish I'd let Treemen go for normal cost on a Halfling team, and just double cost for all other allies. Unofficial though...

In the tournament one coach wanted to play with halflings and I knew about paying double to every allied but when trying to explain to him and looking at dissapointment on his face I looked through bbMagazines to find the exact words but I didn't found them so I finally accepted and he didn't pay double, which wasn't a difference, because he lost on first round and then on the second round of the league "for first round loosers". I have to say that we played using that wrong rule about double dice just with double strenght (maybe he could reach better positions if we played right).

In our last saison we had a player coaching a halfling team.

We didn't make her pay double for treemen. On the one hand we didn't find such a rule within BB or DZ and on the other hand she would have had any chance at all if she had to pay double for the treemen.
Moreover halflings are an undangerous team. It doesn't matter wether they have one or two treemen or not. Halflings will rarely score touchdowns or even win games, so there's no need to use special rules which harm the coach more and more.
A coach who plays halflings plays just for fun not for winning. :)

Uhhhhh......

Official BB2k1 rules for Halflings and Goblins is:

Goblins pay normal price for Trolls and Ripper
Halflings pay normal price for Treeman and Deeproot
Both teams pay double for Ogres and Morg

Chet and I double checked with Jervis on this one.

Looking at the age of this thread (back in 4e days, last July!), I think I was confused by trolls being put on the Gobbo roster while treemen remained allies for 'flings. I've got recollections that this came up on BBC around the time.
Matters not really, as long as the current 2k1 ruling is clear.
