I would start
1 Thrower
2 Storm Vermin
2 Gutter Runners
7 Linerats
2 RR
7 FF
1 Apothecary
I find that this is the strongest start that should enable the best chance of winning early on. Skaven really need the 12th guy and Apoth to keep their opponent outnumbered all game. Forget the RO because not being able to use Team RR's on him hurts.
Also, try not to give too many TD's to your GR's early on but your Storm Vermin instead. Once they get two or three skills they become the backbone of your team (good at getting the ball back and have the armor to stay on the field longer plus strength skills).

I prefer 3 RRs on a starting skav team. You'll fail blocks and catches frequently.
You don't need a RO on a starting team. You'll be worse off for having him unless you're playing complete rookies.

You know this last last skaven team I started with 3 RR's and I have to agree that I like having the RR's cause I lose so many players through the games I never seem to have the money to buy RR's later. After 13 games I have suffered 5 deaths and 5 retirements due to injury (needs to be 6 soon). That includes 1 Rat Ogre, 2 Gutter Runners (soon to be 3), 1 Storm Vermin, 1 Thrower and the rest Linerats.
My starting team was
1 Thrower
2 Storm Vermin
9 Linerats
3 RR's
1 Apoth
7 FF
Worked out alright but the above starting team that I posted has served me well for most of the time I have played this game.

True but this setup was just an experiment based on the theory that long term a championship skaven team should have good linerats and storm vermin. If I started with no GR's then the other positions would get a jump on GR's for SPP's. GR's pretty much will level as soon as you get them anyway. I think the one thing I learned from this setup is that GR's help the linerats live longer by scoring earlier but linerats can still get the job done.but no gutter runners? almost eberyone garees that they are the key players surely?
If I had never played skaven before or was playing a schedualed game league I would start with the first team config I gave because it gives you the most resiliance and is IMHO the optimal start for skaven. 12 players plus apoth and all positions available is optimal. I find 2 RR's is fine because you have 2 players with block, sure hands and catch on 2's. You can always opt not to block if your worried about a turn over and score instead.
